Repowering assessment of power generation facilities to meet EU environmental regulations

Proposing the most optimal facilities to meet client’s needs

Kansai Electric Power was entrusted with this project, titled “Study on Business Opportunity of High-quality Energy Infrastructure to Overseas (Feasibility Study on Northern Combined Cycle Power Plant Project in Romania)” by the Ministry of Economy, Trade and Industry.

Romania’s coal-fired thermal power plants have been aging, and refurbishment of these plants to meet EU environmental regulations was a pressing challenge. To meet it, we carried out a feasibility study of the conversion of existing coal-fired thermal power plants to low environmental-impact natural gas-fired thermal power plants.

During the study, we considered whether or not existing facilities could be adapted to natural gas-fired thermal power generation, since the new facilities would be structurally different, and generated a rough design that emphasized low cost and environmental load reduction. In addition, we proposed a power generation facility that took into account the specific power supply and demand characteristics of northern Romania, and the need to be flexible with respect to steam supply.

Based on our experience in power plant construction and operation, we are proposing the installation of power generation facilities that are environmentally, economically, and operationally optimized throughout the life of the plant.
