O&M capacity development project

Contributing to ensuring stable, cost-efficient electric power supply through intensive skills training and follow-up

Kansai Electric Power conducted “The Project for Capacity Development for Operation and Maintenance of Thermal Power Plants” jointly with the Japan International Cooperation Agency’s (JICA).

This program, for Pakistan, Bangladesh, and Egypt, included an assessment of O&M structures and other areas relating to local thermal power plants. Based on an analysis of areas needing reinforcement, technical personnel from each nation were invited to Japan for necessary training. Local follow-up assessments were then carried out in a repeatable cycle. Based on analysis of assessment results, we could provide effective educational support such as lectures and hands-on training.

Furthermore, we could make additional proposals as appropriate, including measures to enhance safety awareness, as well as human resources development (HRD) methods.

We received much positive feedback from participants, including “I could take the technical knowledge, so I will bring it back to my home country and share it with my colleagues,” and “The training will help me investigate and solve problems.”

Basic program flow

Repeating steps 2 and 3 in three cycles enhances program effectivenessand level of HRD
(human resources development).

key point

  • Identify fields for reinforcement, and provide proper training through lectures and practice
  • Conduct local follow-up assessment after training to enhance motivation and skills acquisition rate
  • Propose strategies to enhance safety awareness and HRD structure
